Ah - it looks like Policies[0] (at least, Kyverno ones) can only mutate the object being created (not create other objects when an object meeting particular conditions is created), and Operators[1] are for creating objects from CRDs (rather than from matched properties on any object) - so, MutatingAdmissionController it is!
(Yes, I'm aware that Kyverno runs a MAC behind the scenes :) )
