Part of a "developer" interview should be getting put in an environment where your dev box has no internet (but the dev themselves has it) and asking them to code up a simple program in that environment.
They do better at it the less dependency on their env having internet access their program has.
(the point is to get devs in that at least know how to make a program not ASSUME internet connectivity)
