Seeeee, the thing about the military is that they have -more- restrictions placed on them than a civilian. Kinda important when you give them a bunch of military-grade hardware to kill people with.
Cops get the same hardware, but instead of extra responsibility to go with the job, they get extra privileges. They get elevated to the status of a super-citizen, completely untouchable, even the repeat child rapists, as today's WaPo article shows.
