RPG Maker XP is both the best and worst RPG Maker, depending on your knowledge of Ruby. If you can code in Ruby, RPG Maker XP is very capable. But if you don't know actual coding, it is the absolute worst RPG Maker by scripting environment. You cannot set the variance of attacks to 0 (consistent damage) without it always dealing a critical hit, and damage is now calculated with a base power like Pokemon instead of being raw, flat and intuitive numbers.
RPG Maker 2003 is best RPG Maker.
