The question is, do you want to reduce CO2 as fast as possible from cars OR do you want all cars to be EVs now? You cannot have both, as the tech stands.
Whilst battery tech gets better and cheaper why not spread the limited resource across the wider global fleet? Why not let people unsure of transitioning get used to EV-ness with PHEVs?
In the much derided EU report a lot of people missed some very good news from the findings.
